Who we are 

The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


The opportunity
 
Reporting to the Supervisor – Market Power Mitigation, this position assists in the implementation of the core functions related to market power mitigation in the energy and operating reserve markets.   

 

These functions include assistance in executing and administering processes related to the detection and prevention of the exercise of market power via economic and/or physical withholding. This includes the determination and audit of facility specific cost-based reference levels, ex-post review of mitigation results requested by participants, as well as ongoing efforts to oversee, review and refine the automated (and non-automated) processes. 

 

This position assists in carrying out all operational processes related to this core IESO function, as well as assisting the development, maintenance and adherence to an operational framework governing those processes.
 
What You'll be Doing
 
Energy and Operating Reserve Markets – Economic and Physical Withholding 

  • Assist in the implementation of the framework governing how the IESO will guard against the exercise of market power through economic and physical withholding in the energy and operating reserve markets. 
  • Contribute to the processes that include: the determination of resource specific reference levels for energy, start-up costs, speed-no-load, operating reserve and other non-price parameters, reference quantities, and administering processes that allow participants to request and, where appropriate, revise reference levels and reference quantities.
  • Coordinate activities related to ‘independent review process’ in the establishment of resource specific reference levels and reference quantities.
  • Support investigations related to reference levels used in settlement mitigation and assist in resolution of Notices of Disagreements and/or disputes.
  • Assist in the determination of constrained areas and uncompetitive intertie zones.
  • Contribute to the processes that the IESO will use to guard against the exercise of market power through physical  and economic withholding in the energy and operating reserve markets, and assessing the appropriate outcomes related to a finding of physical or economic withholding pursuant to the Market Rules.

 

Other

  • Assist with implementing procedures to safeguard the confidentiality of data from or about Market Participants.
  • Undertake the development and delivery of internal and external training packages, as required.
  • Provide other IESO staff with guidance regarding the appropriate use and interpretation of information produced by, or related to, market power mitigation processes.
  • Work collaboratively with other members of the team to effectively implement the goals of the team within the context of the broader corporate direction.
  • Develop queries and analyze data to support effectiveness of market power mitigation processes.
  • Perform other duties as may be required.

 
What You Need to Succeed

 

Education: 

  • Requires academic training in business, commerce, economics, accounting, audit, law or engineering to understand and apply the technical/economic parameters governing the energy industry and the marketplace. 
  • Requires good written and oral communication skills, in order to prepare reports, develop documentation and communicate effectively with all contacts involved in accomplishing the work objectives.
  • This knowledge is considered to be normally acquired in or equivalent to 4 years University education in Accounting, Auditing, Engineering, Economics, Business, or a related discipline.

 

Experience:
The following knowledge and experience is considered desirable:

  • Experience in market analysis as well as knowledge of the IESO’s market power mitigation processes. This involves the application of analytical, reasoning and negotiating skills.
  • Knowledge of the legislative parameters governing the Ontario electricity marketplace.
  • Knowledge and understanding of the design of the IESO administered markets and its market rules.
  • Experience or familiarity with power system operations, planning, finance, regulatory, enforcement activities, audit, and software development life cycle.
  • A period of over 4 years, up to and including 6 years is considered necessary to gain this experience.
  • Requires knowledge of Microsoft Office Suite.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario. When working in the office, you will be located at our Oakville, ON location.
