The Opportunity 

The Supervisor, Contract Processes & Systems will oversee the unit responsible for Contract Management’s business systems development, project and process management, reporting, data, records and information management activities. This includes leading the business functions related to the following:

 

  • Contract Management IT Systems design, maintenance, enhancement and issues management
  • Project management and process design
  • Internal and external reporting
  • Execution support of departmental and IESO strategic initiatives
  • Records management, document intake, tracking and distribution
  • Financial tracking and analysis
  • Business and budget planning

 

The Supervisor, Contract Processes & Systems will be a team leader and subject matter expert on Contract Management’s information systems, data management, project planning and records management functions and how these functions both govern and are governed by electricity resource contracts in the Contract Management portfolio. The Supervisor will be a change leader responsible for driving evolution of principles and practices that guide Contract Management’s core functions through creation, implementation and maintenance of processes, procedures, systems and tools that facilitate contract management activities.

 

What you'll do 

The Supervisor, Contract Processes & Systems will be required to perform the following key responsibilities:

 

  • People Leadership – Supervise the team responsible for Contract Management's information managment, systems design, business development, project planning, process management and reporting functions.    
  • Systems Infrastructure –  Oversee the ongoing design, development, maintenance and improvement of Contract Management’s IT systems, data management tools and other End User Controls used to administer contracts and related data, information and records.
  • Contract Management – Maintain a comprehensive understanding of existing and new electricity resource contracts and the associated functional and technical elements used by the IESO in its data, information, record, milestone and obligation tracking.  
  • Project Management – Lead Contract Management’s project management activities including project proposal development, initiation, planning, design, execution, implementation, monitoring and closure. Work collaboratively with IESO’s Project Management Office to ensure alignment with project management governance, methodologies, standards and best practices.
  • Process Management – Ensure the proactive creation, implementation and ongoing maintenance of the complex data models, information systems and business process documentation required to execute Contract Management’s core functions.
  • Data and Information Management – Oversee the production and distribution of reports generated by Contract Management, including those created for consumption by both internal and external audiences (e.g. IESO’s Executive Leadership Team and Board of Directors, Ministry of Energy, government agencies and the general public). Coordinate the maintenance and enhancement of reporting mechanisms. Direct data and information analysis activities to proactively identify issues of concern and/or areas for improvement.
  • Records Management – Oversee and coordinate all of Contract Management’s records management activities, including document intake, distribution, tracking, and management and of on- and off-site hard copy records storage. Work collaboratively with Information Governance to ensure alignment with records management policies, processes and procedures.
  • Business Development and Planning – Support Senior Managers and Director in coordination of annual business plan, budget development and finance reconciliation activities for Contract Management in accordance with IESO processes and timelines while accounting for Contract Management specific needs.
  • Financial Management – Oversee contractual financial instruments (e.g. letters of credit, fees, securities). Work with Finance to ensure proper processing and reconciliation of payments from and reimbursements to contract counterparties (e.g. liquidated damages, pre-construction development costs).
  • Relationship Management – Develop and maintain excellent business relationships with internal and external stakeholders in order to proactively identify and manage contract, systems and process issues.
  • Problem Solving – Negotiate, influence and collaborate with other groups to reach a common understanding and agreement on important settlement issues and potential changes to operations and/or business processes and procedures.
  • Stakeholder Relations – Internally liaise with other IESO business units (e.g. IT Services, Enterprise Change, Information Governance, Data & Analytics, Legal Resources, Finance, Planning, Resource and System Adequacy). Externally liaise with contract counterparties, Government and its agencies (e.g. Ministry of Energy, Office of the Auditor General) and with other industry stakeholders (e.g. local distribution companies).
  • Conflict Resolution – Provide support to the Contract Management team in the resolution of disputes and other technical, financial and commercial matters or other areas where there is potential for disagreement. Be responsible for issue escalation to senior-level management (including to Senior Managers, Director and Vice President) as appropriate.
  • Risk Management – Identify situations where there is risk to the corporation and the ratepayer and develop solutions and approaches to address these situations.
  • Subject Matter Expertise – Support and advise on new electricity resource contracts negotiation and procurement program development, specifically in the context of associated business process, system and tool requirements, to ensure contracts can be effectively managed and provide value to the ratepayer.
  • Collaboration – Maintain a broad knowledge and understanding of objectives and goals of various groups at the IESO and be in a position to lead cross-functional teams and coordinate activities and/or processes with other business units.  This includes acting as thought leader and subject matter expert representing Contract Management’s interests to implement changes and drive business transformation.
  • Recruiting & Development – Hire, develop, coach and supervise Specialists and Senior Analyst-level staff with input/approval from Senior Manager. Coordinate team resources to produce associated settlement and project deliverables on schedule.
  • External Resources – Source, secure and manage the work of external consultants (e.g., legal, economic, technical, audit, etc.) as required.
  • Remain flexible to assist with other projects within Contract Management and/or across IESO and adapt to changing priorities as needed.
  • Perform other duties as required.

 

What you need to succeed 

  • The knowledge required for the job is considered to be normally acquired through a completion of a 4-year university education or the equivalent in information systems, information studies, records managemnet, business administration, business analysis, computer science or related discipline. 
  • Post-graduate degree (eg, MI, MSc, MBA) or professional certification (eg, CBAP, PMP_ would be considered an asset. 
  • The minimum level of experience for the incumbent to perform a satisfactory level of proficiency is 10-12 years including the period of adjustment on the job itself.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario . When working in the office, you will be located at our Toronto location.
