The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


 

The Opportunity

 

The Specialist Program Design is responsible for guiding and managing the program and policy design process for Energy Efficiency programs. This includes providing strategic direction on the development and revision of program concepts, researching and selecting measures, determining incentive levels, forecasting participation rates and funding, as well as undertaking appropriate cost-benefit tests and developing and presenting business cases. The Specialist Program Design will be expected to identify and implement innovative and effective program and policy solutions and emerging technologies and delivery models to meet the needs of Ontario’s rate-payers and customers. 

 

What you'll be doing

  • Influence the culture of conservation internally and externally.
  • Demonstrate by example the values of the IESO and the culture of the Conservation Group.
  • Provide guidance and mentorship to Analysts/Specialists.
  • Lead internal and external stakeholder sessions to inform program and policy design
  • Maintain knowledge and awareness of all current and future innovation and market transformation activities related to the programs under their leadership.
  • Through collaboration with other business units in Conservation and their partners anticipate opportunities for program and policy innovation; identify and lead implementation of necessary actions.
  • Keep abreast of best practices globally and participate in the creation and evolution of innovative and effective programs 
  • Ensure that insights from other programs and jurisdictions are considered in program design.
  • Identify and recommend new innovative program, policy and technology solutions to advance program design expertise and knowledge
  • Ensure all necessary analysis to recommend and establish incentive levels for various measures, as well as appropriate budgets for programs are determined
  • Ensure all economic analyses associated with preparation of business plans for initiatives, including cost effectiveness analysis of programs and measures are performed
  • Manage the preparation of business plans for  program designs
  • Recommend areas for further study/research, and manage the development and issuance of  RFPs for external expertise to conduct such research and project-manage execution of these research studies.
  • Responsible for ensuring the completion of all aspects of analysis to support program design, including program concepts, measures and behavior, customer and market characteristics, barriers and opportunities, incentive setting, participation forecasting, cost benefit tests and business case development
  • Responsible for ensuring the necessary research is undertaken to identify and qualify new opportunities, emerging technologies and delivery models for inclusion in program design
  • Ensure adherence to IESO and industry program design principles and metrics
  • Responsible for the development and presentation of program and policy business cases to IESO management and external stakeholders
  • Implement a customer-focused approach to program and policy design that ensures marketplace feedback is considered and incorporated as appropriate
  • Manage and facilitate the provision of program design support to Conservation and other stakeholders as required
  • Foster strong relationships with internal and external stakeholders.
  • Support the development, implementation and evaluation of new programs, policies and technologies.
  • Actively assess marketplace feedback  on programs as well as feedback on programs and  policies in other jurisdictions
  • Other duties or responsibilities as may be assigned.

 

What you'll need to succeed

 

  • Post-secondary degree or diploma in energy, business, economics, engineering, environmental studies or a technical discipline is preferred;
  • 8-10 years of experience in a related field
  • Demonstrated strong familiarity with design and management of programs across a wide range of situations and sectors
  • Proven leadership of people and teams without a direct reporting relationship
  • Demonstrated ability to develop and execute strategies successfully
  • Excellent analytical and problem solving skills
  • Works well in translating business requirements
  • Public presentation training and experience
  • Knowledge of energy issues is essential
  • Strong planning, organizational, project management and financial skills
  • Knowledge of energy issues, electricity usage, and a good understanding of energy use in the residential, commercial and industrial sectors
  • Excellent analytical and problem solving skills
  • Demonstrated experience negotiating, reaching consensus, and seeking approval from senior management 
  • Public speaking and presentation training and experience
  • Attention to detail a must
  • Self-motivated, can do approach
  • Exceptional tolerance for ambiguity and change
  • Strong time management skills

The IESO commenced its Hybrid Work Model Pilot Program on March 28th, 2022. The Model allows for remote working up to three days per week, based on business needs. When working in the office, you will be located at Adelaide.
