Who we are 

The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


The Opportunity


The Market Renewal Program (MRP) is a transformative project focused on enhancing the way electricity is priced and scheduled, in order to meet Ontario’s needs reliably, transparently, efficiently and at lowest cost. MRP is a key contributor to the IESO’s core strategy that will evolve processes, practices and tools across the organization. Overall alignment and sound integration between new and existing processes and tools is critical to the MRP’s and the IESO’s long-term success.


As a subject matter expert on the IESO-administered markets, the successful candidate will have the opportunities to advise and support various project deliverables and work collaboratively with other project teams in a cross-functional environment.

During the implementation phase of Market Renewal, the successful candidate will develop a sound understanding of how the IESO will perform and report on market operation and market power mitigation framework business activities to incentives and advise our market participants. The successful candidate will gain this exposure by supporting the following MRP implementation phase activities:


  • Participate and represent market participant interests in the development of business requirements and technical specification for external facing reports.
  • Coordinate with a cross functional team to develop understanding of IESO business activities and data availability to advise on appreciate reporting decisions to best enable and incentivize market participants.
  • Design, amend and administer processes related to the detection and prevention of the exercise of market power via economic and/or physical withholding.
  • Participate in the determination and audit of facility specific cost-based reference levels.
  • Support process and solution design for the new tools that will be used to administer the market power mitigation framework. 
  • Prepare the IESO employees and market participants for change by developing training materials, market manuals, and internal procedures, as well as supporting market rules amendments.
  • Provide input and assistance to the project management team for development, review and refinement of the transition plans for MRP rules, market design, and supporting procedures to the line of business.


The successful applicant shall evaluate procedures, solutions, and market rules to identify possible improvements and/or implications on other MRP activities or business areas. They shall identify any material risks or implementation challenges that are likely to be raised internally or externally. If further information is required, they will seek out the necessary sources within the company or from expert consultants.


What You'll be Doing


The following is a list of responsibilities associated with the role of a Specialist Market Analysis within the Markets and Reliability business unit and are included to provide the type of experience that would be required when performing project related activities noted above.


  1. Maintain a current knowledge on developments and/or trends in the electricity industry and other energy markets. Peruse academic, technical and financial reports, studies, books, journals etc., dealing with various aspects of energy markets. Keep abreast of technological developments and best practices in the industry as they apply to electricity markets..
  2. Undertake studies, programs or projects of major issue, related to real or potential impacts based on developments and/or trends in the electricity industry and other energy markets. Conduct analysis of changes in Ontario Electricity Market design and/or rules on key market variables. Collaborate within the group towards the provision of guidance and direction to management on the relevance of evaluation results to the Ontario electricity market.
  3. Develop business processes, systems/tools, and procedures to evaluate and estimate impact of changes in the Ontario Electricity Market design and/or rules on key market variables. On an on-going basis, assist in reviewing the effectiveness of existing market analysis and reporting processes, systems and procedures.  Work with other internal groups to develop application software tools, perform acceptance testing and identify business requirements for computer hardware.  Develop and implement effective and efficient improvements as necessary. Communicate with other IESO staff regarding the appropriate use and interpretation of information produced by, or related to, market analysis or research.
  4. Evaluate the impact of changes in the Ontario Electricity Market design and/or rules on key market variables.
  5. Communicate with public and other internal groups as necessary to respond to requests for data and information, while respecting confidentiality criteria. Participate in public stakeholdering of market development initiatives.
  6. Provide technical advice, guidance, or written reports, as appropriate.
  7. Work collaboratively with other members of the supervisor’s team to effectively implement the goals of the team within the context of the broader corporate direction.
  8.  Perform other duties as required.


What You Need to Succeed



  • Requires knowledge of business, commerce, economics or engineering to carry out engineering, economic, or analytical studies related to the energy industry and the electricity market.  Requires good oral and written communication skills in order to prepare reports and communicate effectively with all contacts involved in accomplishing work objectives.
  • This knowledge is considered to be normally acquired either through the successful completion of four years university education in the appropriate field, or by having the equivalent.
  • Requires considerable exposure to develop a good overall understanding of the operation of the IESO- administered market, with particular emphasis on the market analysis and research aspects.  Requires considerable exposure to system and market operation practices and procedures, including legislation, resource utilization and system control techniques. Requires a background that allows for broad thinking and analytical and reasoning skills. Requires demonstrated ability to review vast amounts of information, breaking it down, prioritizing and synthesizing it. Requires experience in building relationships and strong interpersonal skills. Requires computer experience including exposure to statistical and database software, desktop software applications, computer data conversion, various PC-based query and calculations tools and computer system interfaces.
  • A period of over 8 years up to and including 10 years is considered necessary to gain this experience.
