The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.

 

The opportunity

 

The Senior Market Rules Advisor will review for and facilitate required changes to exemptions to the market rules on an ongoing basis, in consultation with internal IESO business units and external stakeholders.  This position acts as a project leader on assigned projects, committees, task forces, etc. The Senior Advisor will also prepare and present materials to facilitate discussion related to the market rule exemptions with various internal and external stakeholders.
 

 

What you'll do

 

  • Prepare and review project and contingency plans related to a review of all market rule exemptions using a strategic perspective, and establish a course of action to accomplish long term goals.  Examine the big picture when considering possible project plans. 
  • Act as a project leader on initiatives related to the review of all existing market rule exemptions and proposed amendments to existing market rule exemptions.  
  • Review existing market rules and the Market Renewal Project (MRP) set of rules to determine impacted market rule chapters and sections that will necessitate amendments to existing exemptions in order to codify key market design elements of a proposed change.
  • Receive, review, coordinate, and process any exemption application requests, as required.    
  • Develop complex amendments to market rule exemptions and facilitate the processing of new exemptions on an ongoing basis, in consultation with internal IESO business units and external stakeholders.  
  • Coordinate and respond to internal review of market rule exemptions with IESO subject matter experts and IESO Legal. 
  • Review proposed market rule exemptions for fit and consistency within the context of existing and MRP market rules.
  • Lead in the preparation of materials and support the presentation of materials to facilitate discussions related to market rule exemptions with various internal and external parties such as interested third parties as well as the IESO’s Exemptions Panel.
  • Represent the market rules group and provide consultation and advice both internally and externally on exemption amendments and new exemptions, and on the exemptions process, planning and timelines. 
  • Coordinate and prepare any reports required of the market rules group to the Exemptions Panel as required. Interpret any decision of the Exemptions Panel with respect to exemptions. 
  • Provide guidance to junior members of the market rules team in planning for and completing exemption related assignments. 
  • Work collaboratively with other members of the market rules team to effectively implement the goals of the team within the context of the broader corporate direction. 
  • Perform other duties as may be required.  


What you'll need to succeed

 

Education

  • Academic training in business, law, engineering, or economics at a level to understand and apply the technical/economical legislative parameters governing the energy industry and market place.
  • Analytical and organization skills, excellent written and oral communication skills, in order to undertake studies, programs and projects of major issue, to develop strategies, communicate and effectively interface with all contacts involved in accomplishing the work objectives.


This knowledge is considered to be normally acquired through the successful completion of four years university education in the appropriate field, or the equivalent. 

 

Experience

  • Strong background in the electricity sector to become familiar with the inherent factors and problems influencing the industry.
  • Background that allows for broad thinking and high analytical and reasoning skills.
  • Demonstrated experience in the review of vast amounts of information, breaking it down, prioritizing and synthesizing related information.
  • Experience in building relationships, strong interpersonal, written and oral communication skills.
  • Demonstrated leadership experiences to influence and motivate others to work as team members.
  • Project management skills to effectively complete work objectives/projects on time.
  • Strong presentation skills to represent the company in various forums.


A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario. When working in the office, you will be located at our Toronto location.
