Who we are 

The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


The opportunity 


Accountable to the Vice President, Corporate Services and CFO for the physical maintenance and protection of the building and site facilities of the IESO business operation, the Manager, Facilities will:


  • Develop and implement long-term business plans and forecasts based on customer needs, corporate planning predictions and changing technologies and operations regulations.
  • Lead the Facilities department, be responsible for all program work.
  • Plan, integrate, provide for and coordinate a wide range of multi-disciplinary workplace services (including HVAC, emergency power, electrical, physical security, health and safety, office accommodations, equipment, building and site maintenance, etc.) as may be required in all IESO locations.
  • Coordinate with suppliers of various facilities, systems, products and services required to provide integrated workplace services to customers. 
  • Participate as required in Management Team meetings on security measures that may be anticipated or required due to changing environmental issues, government regulation or other matters that can suggest safety or operational hazard or concern.


What you'll do 


  1. Maintain all non-computer infrastructure to ensure support of the IESO’s normal and contingency business operations, across all applicable locations. Manage staff and external contractors' work/operations as needed, including the following:
    • Operation, maintenance and enhancement of the normal and emergency power systems as well as the HVAC systems that sustain critical infrastructure equipment and services.
    • Plan, integrate, provide and coordinate multi-disciplinary workplace services, such as workplace moves and reconfigurations (including arranging construction) and furniture installations.
    • Maintaining the operation of all life safety systems and equipment including fire detection, smoke evacuation, fire-fighting and first aid training.
    • Facilitate the provision of power and telecommunications infrastructure services as needed to satisfy customer requirements.
    • Prepare RFPs, conduct selection process, make recommendations on contractor selection, contract terms and manage contracts to completion.
  2. Manage and ensure the operation of physical security at all IESO locations to meet IESO policy directives or regulation.
    • Adjust Security personnel work schedules to meet requirements.
    • Manage ongoing effectiveness of physical security systems.
  3. Manage service contracts.
    • Provide recommendations on the phasing in and out of new and existing services and the types of resourcing required.
    • Develop business cases and obtain necessary approvals. 
  4. Plan and manage the Facilities department.
    • Be knowledgeable of the PWU collective labour agreement and manage the unionized work force while respecting the requirements of the agreement. 
    • Develop long-term business plans and forecasts reflecting external factors and infrastructure renewal requirements.
    • Estimate the resources and budget required to implement the plan.  Provide all input required in respect of the Facilities department to support and sustain the Business Planning process.
    • Be accountable for the $ 10 M budget, monitor spending and take corrective action to minimize any variances. 
    • Be responsible for the overall effectiveness and performance of staff, including employee development plans and career planning.
  5. Lead employees and be responsible for all work carried out.
    • Facilitate the planning and organizing of the department’s work.
    • Develop, implement and maintain detailed work methods for staff, in a working environment which is consistent with IESO values.
    • Act as a coach and facilitator to create and sustain a co-operative and supportive work environment, actively working with staff to provide training and empower them to attain optimal work performance with a high level of personal responsibility and self-management. 
    • Demonstrate openness and trust through the sharing of information, and by being visible and accessible to employees to enhance and develop their skills and provide support and counseling on career planning. 
    • Provide day-to-day interpretation and application of the negotiated agreements as they affect the rights, obligations and working conditions of supervised staff. 
    • Provide clear expectations and performance measures, meaningful feedback and reward achievements.
  6. Provide support as required on matters of collective agreement negotiation, proposed contract changes, arbitration, etc. 
  7. In conjunction with the Procurement group, develop specifications, tendering documents, commissioning and acceptance testing plans and procedures, and administer tender evaluation and awarding of contracts. 
  8. Work with suppliers of various facilities systems, products and services, and administer negotiated contracts, work schedules, and requirements to maintain compatibility with existing systems or to meet client requirements.
  9. Develop and implement cost savings initiatives in the areas of energy conservation, asset re-distribution and efficient use of available resources.
  10. Partner with the Manager, Health and Safety and Labour Relations to manage and maintain all the required documentation for company health, safety and environmental obligations as legislated by OHSA, Ontario Labour Relations, TSSA, Ontario Building Code and the Ontario Fire Code. Report to the IESO Policy Committee, each JHSC and to employees on the management and control of any workplace hazards.


What you need to succeed


  • Requires a sound knowledge of engineering or business administration, to integrate and provide a wide range of multi-disciplinary workplace services required by the IESO, and to develop long-term business plans and forecasts based on customer needs, corporate planning predictions and changing technologies. 
  • Requires a good knowledge of departmental accounting to effectively manage the $10 M annual budget.
  • Requires knowledge of formal project management to effectively manage a wide range of project types and size. 
  • Requires consulting skills to provide leadership in providing a wide range of workplace services, and a good command of English to deal effectively with internal and external contacts involved in accomplishing the work objectives. 
  • This knowledge is considered to be normally acquired either through the successful completion of a four-year university education, or by having the equivalent level of education.
  • Requires experience to supervise a service team in a co-operative and supportive environment that encourages optimal work performance. 
  • Requires experience with the workplace services provided, their interaction, and their effective application to meet customers’ business needs. 
  • Requires in-depth experience managing a unionized, multi-disciplinary workforce to manage the day-to-day workload and long-term department goals.
  • Requires experience in small to very large project management and the development of objectives, policies, procedures, strategies and programs to plan and provide the workplace services based on input from customers, suppliers and team members. 
  • Requires experience to develop long-term business plans and forecasts based on customer needs, corporate planning predictions and developing technologies, and to develop a budget, monitor spending and take corrective action to minimize variances. 
  • Requires experience to be familiar with procedures and practices of the department and to be familiar with the organization, operation and service requirements of client groups. 
  • Requires experience to supervise, direct and encourage staff in a co-operative and supportive team environment, consistent with the goals and philosophies of continuous improvement. 
  • Requires experience in contract award and management.
  • A period of over ten years, up to and including twelve years, is considered necessary to gain this experience.
