Who we are 

The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


The Opportunity:

As Ontario embarks on an ambitious plan to acquire the resources needed to ensure a reliable and cost effective supply of electricity, the Resource and System Adequacy team is hiring for several exciting positions at various levels of responsibility, including:

  • Analyst, Resource Acquisition (up to 3 positions – 24-month contract)
  • Advisor, Resource Acquisition (up to 3 positions – 24-month contract)



These career openings offer a unique opportunity to gain experience in electricity resource procurement, development and operations. As well as market and program design and development, contract negotiations, energy policy-making, project management and more. Candidates will contribute as part of a collaborative team to one or more key initiatives that will define Ontario’s future energy landscape including:  Long-Term RFPs, Medium-Term RFPs, Capacity Auction, Ancillary Services Procurement, Unsolicited Proposal Process, Upgrades and Expansions of existing resources, the Small Hydro Program as well as unique opportunities to procure emerging technologies.


To meet the demands of an evolving sector, we require candidates with a broad skill set. Prospective candidates with the following skills or areas of subject matter expertise are strongly encouraged to apply: energy markets, project finance and financial modelling, project management, procurement, business writing, contract and program rule development, policy making, stakeholder management and engagement, and infrastructure development. 



General Accountabilities

The Analyst, Resource Acquisition reports to the Supervisor, Resource Acquisition.  The Analyst, Resource Acquisition is primarily responsible for supporting procurement activities and supporting their colleagues in managing procurement activities and issues, as they arise.  The Analyst, , Resource Acquisition is directly accountable for the design and implementation of processes and procedures to manage all of the IESO’s procurement activities/ acquisition initiatives, including but not limited to: collection and management of program fees and securities (if required); verification and validation of evidence provided to assess completeness and eligibility; liaising and working with other internal and external parties regarding relevant issues concerning the programs; managing project information and other internal data of high value; managing communications with stakeholders and external parties; responding to stakeholder inquires; issuance of contract documents for applicable projects.  In addition to supporting procurement activities the Analyst, Resource Acquisition will provide task leadership, mentoring and training to colleagues in other parts of the organization.


In addition to initially designing and implementing procedures to support ongoing procurement initiatives, the Analyst, Resource Acquisition may also be tasked with supporting other procurement initiatives including new programs or negotiations initiated by government Directives or emerging system needs, ensuring their timely completion and effective issues management.


What You'll Be Doing

  • Assisting in proposal evaluation process design and administration. This will require in-depth knowledge of all relevant procurement rules, prescribed forms and supporting documents.
  • Providing advice and support to their senior leaders to ensure that procurement processes are effective, efficient, transparent and fair and provide value to ratepayers.
  • Managing and responding to both general and escalated issues and queries from external stakeholders, external agencies and internal IESO colleagues.
  • Helping to develop communications and engagement materials, including webinar content, presentations, reports and memos.
  • Training evaluation teams on proposal review processes, and other program development and operations processes and procedures.
  • Providing support and guidance to the Resource Acquisition team to ensure that tasks are delivered on time and without error.
  • Identifying major issues that may cross projects and programs or that may have broad ramifications and then developing and implementing integrated solutions by collaborating with staff throughout the IESO, communicating with proponents and stakeholders, and external agencies/organizations (e.g. government agencies, and LDCs). 
  • Providing critical issues management and value added solutions through all stages of procurement development, execution and lessons learned.
  • Developing analytical and reporting tools that will streamline or improve processes enabling the team to be more productive.
  • Maintaining and updating website content, standard FAQ documents, call centre training materials and internal process documents.


What You Need to Succeed

  • Ability to analyze complex and/or technical problems and information to support the development of procurements and initiatives.
  • Strong understanding of business principles and processes required to administer procurements, programs and initiatives.
  • Ability to lead workgroups and effectively collaborate with IESO staff and external stakeholders to drive results.
  • Experience managing customer relationships while delivering business value.
  • Ability to multi-task, work in a high volume, evolving work environment with flexibility to adapt to rapidly changing work priorities.
  • Knowledge and experience of Microsoft Office suite of products.
  • The minimum level of expdrience for the incumbent to perform at a satisfactory level of proficiency is 4-6 years icnluding the period of adjustment on the job itself. 
  • The knowledge required for this job is normally acquired through the successful completion of a 4-year university education or the equivalent in a science, engineering, math or business discipline. 


Additional Desirable Attributes

  • Knowledge of the Ontario electricity sector and relevant procurement initiatives, programs and negotiations that form the IESO’s Resource Adequacy Framework
  • Knowledge and or exposure to other electricity sector entities such as Local Distribution Companies (LDCs), Government Ministries and key stakeholders
  • MS Visio, MS Project

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario. When working in the office, you will be located at Adelaide.
