The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. The IESO will be hiring up to 4 staff into this role to become part of the teams working in the following areas of its Market Assessment and Compliance Division (MACD):
- Monitoring and Data Analysis: monitoring activities and behaviours in the Ontario electricity system for preliminary detection of events of interest that might lead to non-compliance investigations, enforcement activity and/or public assessments from the Market Surveillance Panel. This may include assessing the efficiency and overall functioning of the IESO-administered markets, or specific market participant conduct to detect potential manipulation, abuse of market power, or anti-competitive behavior, and detecting emerging risks such as reliability concerns or design improvements to the IESO-administered markets.
- Reliability Standards Auditing: accountable for monitoring and auditing compliance with reliability standards established by the North American Electric Reliability Corporation (NERC), the Northeast Power Coordinating Council (NPCC) and the IESO. This may include audit planning and execution and supporting a culture of proactive compliance among market participants.
- Compliance and Enforcement: assesses matters of potential non-compliance with market rules and reliability standards, conduct formal investigations, generate case recommendations, and fosters compliance through a variety of enforcement actions, payment recovery, breach prevention and rule education activities.
This role is great for someone who has:
- Advanced Data and Analytical skills - perform data analysis and determine which data is required, understand how/where to find the data, understand how to process and “read” the data to develop a story
- Advanced oral and written communications skills - be able to prepare reports, develop documentation and communicate effectively with all contacts involved in accomplishing the work objectives
- Independent Critical Thinking - to take a concept and apply critical thinking to determine what the potential issue is and what data/evidence/approach is required to prove or disprove the concept
- Application of analytical, reasoning and negotiating skills, as well as resolution of conflicts and exercising sound judgement under ambiguous circumstances
- Significant knowledge and understanding of the design of the IESO-administered markets.
- Experience working independently and/or leading major projects
What you'll do
Regardless of the team that you become part of, you’ll make a meaningful impact by contributing to MACD’s mandate and brining value to the Ontario electricity ratepayers through:
- Monitoring
,and assessing market performance and participant conduct through data analysis - Fostering compliance with market rule and reliability standard and guiding market participants regarding potential enforcement outcomes
- Encouraging market participants to develop and adhere to their own internal compliance programs
- Monitoring the IESO-administered markets and investigating potential breaches of the rules and standards
Role specific responsibilities:
- Review reports of non-compliance; propose courses of action and work with IESO line personnel and Market Participants, as required.
- Undertake investigations of alleged breaches in the Market Rules by Market Participants and examine and report on alleged breaches by the IESO as reported by external parties.
- Determine the type of sanctionable behaviour and the level of penalty or sanction to be applied to alleged/actual breaches in the Market Rules and make recommendations accordingly.
- Implement the decisions of Senior Management with respect to the penalty or sanction resulting from an investigation.
- Notify Participant(s) of the results of investigations, and inform others of any decision, as per the procedures.
- Contribute to the maintenance of all databases.
- Initiate/respond to a dispute, as required, including filing and serving/responding to a notice of dispute and summary thereof.
- Provide support as required to dispute resolution process.
- Implement procedures to safeguard the confidentiality of data from or about Market Participants.
- Undertake the development and delivery of internal and external training packages, as required.
- Respond to Client Support inquiries by providing written procedural instructions, technical advice, guidance, and/or training, as appropriate.
- Provide other IESO staff with guidance regarding the appropriate use and interpretation of information produced by, or related to, compliance monitoring and dispute resolution processes.
- Work collaboratively with other members of the team to effectively implement the goals of the team within the context of the broader corporate direction.
- Perform other duties as may be required.
What you need to succeed
Education:
- Requires academic training in business, commerce, economics, accounting audit, law or engineering to understand and apply the technical/economic legislative parameters governing the energy industry and market place. Requires good written and oral communication skills, in order to prepare reports, develop documentation and communicate effectively with all contacts involved in accomplishing the work objectives.
- This knowledge is considered to be normally acquired in or equivalent to 4 years University education in an appropriate field.
Experience:
- Requires experience in methods of discovery and/or investigation and/or audit, which involves application of analytical, reasoning and negotiating skills.
- Requires knowledge of the legislative parameters governing the Ontario electricity marketplace.
- Requires significant knowledge and understanding of the design of the IESO administered markets.
- Requires operations/planning experience in electrical industry, power system operations/planning, finance, regulatory and/or enforcement activities or audit.
- Experience working independently and/or leading major projects.
- A period of over 8 years up to and including 10 years is considered necessary to gain this experience.

The IESO offers a hybrid work model program to most of our employees, based on business needs. Individuals participating in the program can work an average of three days per week remotely within Ontario. It also offers three flex weeks when individuals can work remotely within Ontario . When working in the office, you will be located at our Oakville location.
