Our central role includes managing the provincial power grid in real-time, overseeing and evolving Ontario’s electricity market, engaging with government, municipalities and Indigenous communities, and planning for Ontario’s future electricity needs. Our employees play a key role in driving grid innovation, protecting the system from threats, advancing the province’s energy conservation programs, and forecasting and procuring the electricity resources we’ll need in the decades to come. 


This is a unionized position that falls within the Regulatory Affairs department in the Legal Resources and Corporate Governance Business Unit.

  • Under the direction of the Supervisor, Regulatory Research and Analysis, or the Supervisor, Regulatory Proceedings, the Senior Advisor will lead the development of strategic IESO positions related to electricity sector regulation. This includes cross-cutting topics such as gas-electricity coordination, the future role of local distribution companies, transmission expansion, and other matters that support IESO priority initiatives. The Senior Advisor will also provide regulatory research, advice, and information to internal groups. 
  • The Senior Advisor will represent the IESO in regulatory forums and share accountability for developing and recommending IESO submissions in policy consultations and regulatory proceedings. These may include the IESO’s revenue requirement and fee application, IESO and SME licence matters, LDC and Enbridge rate applications, and leave-to-construct applications, among others. 
  • The Senior Advisor will raise awareness among staff across the IESO of regulatory matters that may affect their work, provide direction on how to proceed, and manage the IESO’s interactions with regulatory bodies, including the Ontario Energy Board, North American Electric Reliability Corporation, Federal Energy Regulatory Commission, and Canada Energy Regulator. 
  • This position requires a passion for advancing the IESO’s mission and strategic direction, as well as strong analytical, presentation, and writing skills. The successful candidate will research and analyze regulatory developments while building broader energy industry expertise and contributing to the team’s thought leadership. 

 

What you’ll do

 

In this role, you’ll make a meaningful impact by contributing to the IESO team and supporting the electricity needs of the province through:

  • Lead IESO appearances and develop submissions for regulatory proceedings and policy initiatives of significance to the IESO in Ontario, elsewhere in Canada, and the United States, coordinating with other departments as required. 
  • Manage the IESO’s fee application to the OEB, including leading the design of IESO fees, developing supporting evidence, and preparing related submissions. 
  • Prepare and manage the development of IESO evidence for other entities’ rate cases, leave-to-construct applications, distribution plans, and other proceedings, and provide recommendations to the Supervisor as required. 
  • Monitor industry developments, government policy, regulatory proceedings, and marketplace developments in Ontario and other jurisdictions, and recommend appropriate actions, regulatory interventions, or positions in response to evolving regulatory and policy changes. 
  • Develop and maintain relationships and alliances with interjurisdictional organizations, including Electricity Canada and the ISO/RTO Council, as well as with the OEB and other regulatory institutions, such as the Canada Energy Regulator, Federal Energy Regulatory Commission, and North American Electric Reliability Corporation. 
  • Conduct studies and analyses in support of the IESO’s regulatory objectives, including assessments of strategic options, research initiatives, and special projects. 
  • Manage the IESO’s timely compliance with its regulatory obligations and responsibilities by ensuring adherence to applicable licences, permits, and market rules, and by maintaining required reporting and record-keeping practices. 
  • Identify potential areas of interest or concern for the IESO and recommend actions to mitigate risk. This includes attending hearings and stakeholder sessions and proactively sharing relevant information with internal client groups. 
  • Provide advice on regulatory matters and serve as a subject matter expert on IESO initiatives. 
  • Manage relationships with team members, colleagues, other departments, and stakeholders to facilitate information sharing, resolve issues, and achieve outcomes that support the IESO’s objectives. 
  • Provide periodic or limited supervision to delegated staff assisting with specific projects or studies. 
  • Travel away from the regular work location on IESO business, as required. 
  • Perform other duties as required.

 

Role Requirements

  • Knowledge of power systems, the electricity sector, and the fundamentals of economic regulation. 
  • Knowledge of regulatory frameworks, market rules, and compliance requirements within the electricity sector, including the ability to interpret and apply regulatory policies to support decision-making and ensure adherence to applicable standards. 
  • An understanding of the evolution of the electricity sector and the roles of its various participants. 
  • Familiarity with power system operations, system characteristics, market participants, and customers. 
  • Familiarity with the IESO and the operations of its related business units. 
  • Experience with regulatory procedures and policy design. 
  • Experience conducting financial evaluations and business risk assessments. 
  • This knowledge is typically acquired through the completion of four years of university education. A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
