Our central role includes managing the provincial power grid in real-time, overseeing and evolving Ontario’s electricity market, engaging with government, municipalities and Indigenous communities, and planning for Ontario’s future electricity needs. This is a unionized position that falls within the Demand Side Management (Energy Conservation) division within the Power System Development Business Unit.

The Analyst, Program Performance, under the direction of the Supervisor, Program Performance, is responsible for providing assistance for the design, delivery, and continuous improvement of demand side management programs for the IESO, including Save on Energy programs, specifically current and new programs for First Nation communities and residential programs for locally constrained areas, to address the needs of Ontario’s power system and electricity consumers. This individual is responsible for supporting administrative responsibilities, including those related to the administration of contract obligations, milestone management, payment processing and compliance, as well as customer service. The role will also assist in activities that may contribute to program design, procurement, program delivery, business development, technical review, communications and other types of support to achieve program energy and demand savings targets within established budgets.
What you’ll do
In this role, you’ll make a meaningful impact by contributing to the IESO team and supporting the electricity needs of the province through:
Leadership
- Provide support to Advisors and others on the Program Performance teams
- Provide advice on proposed new or improved operating processes that would result in gaining efficiencies or improving ratepayer value
- Assist in maintaining knowledge and awareness of innovation, technological developments, best practices and market transformation activities in the industry
- Support the development of recommendations to support the continuous improvement and evolution of demand side management programs
Design
- Assist in analysis to support program design, including program concepts, measures and behavior, customer and market characteristics, barriers and opportunities, participation forecasting, cost-effectiveness tests and business case development
- Assist in the analysis to recommend and establish incentive levels for various energy saving measures, as well as to establish appropriate budgets for programs
- On an ongoing basis, assist to review the effectiveness of existing processes and recommend changes to processes, systems, procedures and market-facing documents and qualify new opportunities, emerging technologies and delivery models for inclusion in program design, as necessary
Delivery
- Support program management, including administration and evolution of program rules, participant contracts, calculation spreadsheets, partner contracts, invoice reconciliation, budget management and related information system content.
- Assist in program launch activities and implementation of program improvements (i.e., change management requests) with staff input from other business units across the IESO, including Legal and Procurement
- Support contract compliance activities, including review of performance deliverables for payment purposes.
- Support program management, including administrative tasks related to program requirements, contracts, worksheets, information system content
Technical
- Support the maintenance of the IESO’s library of prescriptive and quasi-prescriptive conservation measures, and the IESO’s library of end-use load profiles.
- Support necessary research and analysis to support demand-side management programs, including technical research for the assumptions used for estimating the energy and demand savings for energy conservation measures and assessing their cost-effectiveness.
- Assist in the development and maintenance of technical specifications for new and existing energy conservation measures including requirements for eligibility and measurement and verification processes
Business and Stakeholder Advisory
- Foster strong relationships with internal and external stakeholders, including other IESO business units, Save-On-Energy customers, market participants, channel partners, local distribution companies and industry associations to optimize participation in demand-side initiatives.
- Assist in issues management support, working with senior members of the Performance team to support customers and internal stakeholders to bring forward and resolve issues and enhance programs.
- Support the development of external communications materials to train, educate and advise customers and stakeholder groups (e.g., public information sessions, webinars, training material, market notices, program launches and improvements, etc.)
- Participate in internal and external stakeholder sessions and, where applicable, support working group meetings
- Implement a customer-focused approach to contract and program administration by ensuring terms, conditions and requirements are enforced with consistency and due consideration for fairness, reason, and the principle of offsetting positions through negotiations.
- And other duties or responsibilities as may be assigned.
Role Requirements

To succeed in this role, you’ll need:
- The education required to complete the responsibilities associated with the position is typically obtained through 4 years of university training.
- The minimum level of experience for the incumbent to perform at a satisfactory level of proficiency is 2 years, and up to 6 years including the period of adjustment on the job itself.
- Demonstrated experience managing administrative functions such as invoice and support document review, invoice approvals, contract knowledge, vendor management, data management, Excell knowledge and technical knowledge of energy efficient measures related to programs and may identify workflow issues or improvement opportunities.
- The Analyst would recommend solutions either to a Program Advisor or Manager but would not be responsible for making decisions related to these problems.
- When the Analyst identifies a clear error in a program report or document they would be expected to resolve the error without supervision.
