The Independent Electricity System Operator (IESO) works at the centre of the province’s power system, ensuring Ontarians have access to reliable and cost-effective electricity when and where they need it. We operate the province’s electricity grid 24/7, design, run and oversee the wholesale electricity markets, and plan and prepare to meet Ontario’s electricity needs – now and into the future.


The opportunity


The Senior Analyst, Evaluation is accountable to the Evaluations Supervisor to provide project management, critical analysis, research and assistance for conservation program evaluation activities.  Their focus is to independently verify energy and demand savings associated with the conservation initiatives across Ontario and act as a resource for addressing both internal and customer inquiries on evaluation-related issues. 


What you'll do


  • Development of Draft Evaluation Plans for inclusion in Request for Proposals (RFPs) for third-party evaluation contractors
  • Development of RFPs to procure Evaluation Contractors
  • Co-ordination of information between the IESO and Evaluation Contractors and other third parties
  • Development of Final Evaluation Plans in concert with Evaluation Contractor
  • Reviewing and providing comments on interim and draft evaluation reports prepared by the Evaluation Contractor
  • Support the refinement of IESO Cost Effectiveness Tests & Tools
  • Support the maintenance of the IESO Evaluation Framework
  • Coordinate public reporting of Evaluation results
  • Creating and delivering presentations on project / project results for stakeholders
  • Participate in conference calls, meetings, conferences, seminars etc. as requested and provide brief reports to department Managers and Director on key takeaways
  • Conduct research for the assumptions used for estimating the energy and demand savings for prescriptive energy conservation measures as well as for assessing their cost-effectiveness including secondary research (internet research, journals, articles, research papers, etc.) and analysis or initiating primary research which would include developing scope of research project, generating RFPs, assessing proposals, selecting contractors, and project management
  • Oversee cost-effective evaluations of all conservation programs
  • Under direct supervision of the Evaluations Manager, manage 3rd party evaluation contracts while in-field (sampling plans for market research, engineering analysis, metering and data collection; statistical and technical analysis,) ensuring evaluation contractors carry-out evaluation plans in the most cost effective manner
  • Review and approve to the Evaluations Manager, work schedules and invoices prepared by 3rd party evaluation contractors 
  • Participate in public stakeholder events and sessions on evaluation results
  • Follow up on stakeholder input and questions, developing responses for internal review on an ongoing basis
  • Develop and undertake project plans (project description and scope, approach, budget, schedule, etc.) in collaboration with internal / external stakeholders
  • Under direction from the Evaluations Manager, conduct technical reviews of CDM Plans and conservation program business cases
  • Support the Energy Efficiency division as required
  • Influence the culture of conservation internally and externally
  • Demonstrate by example the values of the IESO and the culture of the Energy Efficiency Group


What you will need to succeed


  • 4 year University Degree in the areas of engineering, applied physics, environment, mathematics or statistics.
  • The minimum level of experience for the incumbent to perform at a satisfactory level of proficiency is 3-5 years including the period of adjustment on the job itself
  • Direct experience in program evaluation and monitoring, ideally within an energy context.
  • Solid background and grounding in energy efficiency and/or energy issues; knowledge of IESO’s energy efficiency initiatives is an asset.
  • Strong knowledge (particularly energy sector knowledge) of the principles of program evaluation research, design and statistics including techniques used to estimate gross versus net program benefits.

The IESO commenced its 6 month Hybrid Work Model Pilot Program on March 28th, 2022. The Model allows for remote working up to three days per week, based on business needs. When working in the office, you will be located at Adelaide.
